Description of Position:Located in Erie, PA, Housing and Neighborhood Development Service (HANDS) is a mission based entrepreneurial non-profit agency dedicated to providing homes for persons who are in need of safe and affordable housing.

Under the direct supervision of the Director of Property Management, the Property Manager will work full-time managing a portfolio of affordable housing communites. This position is responsible for the quality implementation and quality control of all regulations, policies and procedures relating to the daily operations and related resident management of the assigned properties. May also supervise the Social Service Coordinator.

Duties and Responsibilities:

  • Assures compliance with the Pennsylvania State Landlord/Tenant laws, HUD Occupancy Regulations, PHFA Occupancy Standards, Fair Housing Laws, the Section 8 Minimum Property Standards, and the City Zoning and Housing Codes, and all other applicable regulations.
  • Ensures the accurate and timely review of housing applications and the verification of applicant’s information.
  • Prepares the tenant certifications using the property management software.
  • Educates residents on the terms of their lease, rules and regulations pertaining to HUD and/or PHFA, and the building rules. Serves as agency's liaison to Residents' Council where applicable.
  • Works with residents to resolve complaints and/or disputes. Encourages residents’ involvement in activities to enhance their quality of life. Counsels residents and their families on ways to improve the resident’s living environment. Advises Director of Property Management of reoccurring problems with residents and makes recommendations for dealing with problematic tenants.
  • In the absence of a Social Service Coordinator, identifies and introduces community services to be offered to residents. Make referrals to the appropriate social service agency, residents who could benefit from supportive services, conducts necessary follow-up to assure successful referral, educates front line staff members of the services available from other agencies, and maintains rapport with other agencies.
  • Regulates building and unit inspection activity. Assures that timely and periodic inspections are scheduled and occur on a semi-annual and/or as needed basis, and takes appropriate action (e.g. referral to appropriate agency, eviction, etc.) for residents who do not meet minimum HANDS standards.
  • Works closely with the Service Technicians to assure that all maintenance standards are being met and to establish and implement a preventative maintenance schedule. Generates work orders when necessary. Closes out work orders in a timely manner when complete.
  • Assumes responsibility for collecting any delinquent accounts meets with residents and suggests payment arrangements consistent with Agency policies and tracks these accounts to assure timely payments, initiates collection activity; follows eviction procedures as set forth by the State Landlord Tenant Laws, HUD Regulations, tenant lease and Agency policies and procedures. Assures that tenant receivables do not exceed established maximum level.
  • Assists the Director of Property Management in developing and maintaining policies and procedures for property management activities.
  • Monitors the monthly operating budget. Assists in the preparation of the annual budget.
  • Coordinates and directs all security activities, manages security programs with Security Company and local law enforcement officials, develops programs to combat illegal activity.
  • Facilitates front line and administrative activities, as needed.
  • Responds to trouble calls 24/7 and ascertains and implements the correct course of action.
  • Performs other duties as assigned.

Qualifications: Four-year college degree in a related area or equivalent work experience

  • Knowledge of real estate. Course work in real estate and real estate license desirable
  • Sales background helpful
  • Good communication skills, both verbal and written
  • Well organized, accurate, and good attention to detail
  • Ability to maintain the standards of HANDS, HUD, PHFA and other affiliated entities

Job Type: Full-time

Pay: $38,000.00 per year
